The common frustration with rotating a PDF is that it does not stay rotated. You turn a sideways page in your PDF reader, it looks fine, you email it, and the recipient gets it sideways again. That is because most readers rotate the view on screen without saving anything into the document. This tool changes the page itself, so the orientation travels with the file.
Mixed documents are the usual case. A contract scanned on a flatbed often has one landscape page in the middle where someone fed a wide sheet in, and a phone scan can produce a few pages upside down. Select just those thumbnails and turn them, leaving the rest alone, rather than rotating everything and fixing it twice.
There is one problem rotation cannot solve. If a scanned page is tilted by three or four degrees, it is not in the wrong 90 degree orientation, it is skewed, and straightening it means redrawing the image at an angle rather than flipping the page. Rescanning with the paper squared against the guide is almost always faster than trying to correct it afterwards.

How do I rotate a PDF and save it permanently?

Why does rotating in my PDF reader not stick?
Most readers change only the on-screen view, which is not saved into the file unless you explicitly save a copy. Because this tool writes the orientation into the page itself, the change survives emailing, re-downloading and printing.
Can I rotate just one page?

How do I fix a page that is upside down?
Apply two rotations in the same direction, which adds up to 180 degrees. The preview updates as you go, so you can see when the page is the right way up before saving.
My scan is slightly tilted, not sideways. Can this fix it?
No. A few degrees of tilt is skew, and correcting it means redrawing the page image at an angle rather than rotating the page in 90 degree steps. Rescanning the page squarely is the practical fix.
Does rotating reduce quality or increase file size?
Neither, in any meaningful way. Rotation changes an orientation value on the page rather than re-encoding the artwork, so the images are untouched and the file size stays close to the original.
Will printing respect the rotation?
Yes. Because the orientation is part of the document, printers and print dialogs read it the same way a viewer does and lay the page out accordingly.
Is my file uploaded to rotate it?
